As PON networks grow, operators must manage enormous ONU estates efficiently and reliably. An ONU is the final service touchpoint for the subscriber, so its management directly affects experience and operating cost. Two protocol families are frequently discussed: NETCONF/YANG for network automation and TR-069, together with its successor USP (TR-369), for endpoint management.

Both have a role, but TR-069/USP has an especially strong fit for ONU management because it was designed for endpoints and has a mature ecosystem.

ONU management is about services as well as networks

An ONU has two identities. At the network layer, it is a PON endpoint scheduled by the OLT, typically through OMCI. At the service layer, it is the customer gateway for Wi-Fi, IPTV, VoIP, and smart-home services.

NETCONF/YANG excels at transactional configuration of network devices such as VLANs and QoS. ONU operations, however, are primarily a problem of managing massive, heterogeneous, customer-facing service devices—exactly the target of TR-069 and USP.

Why TR-069/USP fits the ONU problem

An endpoint-native, mature ecosystem

The Broadband Forum created TR-069 to manage customer-premises equipment (CPE). More than one billion deployed devices have produced a stable ecosystem across chips, firmware, and ACS platforms, lowering onboarding cost and improving compatibility.

Efficient remote operations and zero-touch deployment

New ONUs can obtain service configuration automatically from an ACS. Operators can upgrade firmware at scale, collect state and performance data, and run remote Ping and Traceroute tests, cutting truck rolls.

Service-oriented data models

TR-069/TR-181 models directly describe the parameters needed for internet access, voice, IPTV, and other services. This maps naturally to an operator’s service-package model.

Modern evolution through USP

TR-369/USP adds always-on communication, lightweight Protobuf encoding, controller–agent architecture, real-time telemetry, and prompt command delivery. It also strengthens security with TLS/DTLS and role-based access control.

A hybrid model is the practical answer

The most effective architecture uses NETCONF/YANG at the OLT and network-resource layer, often through an SDN controller, while using TR-069/USP for large-scale ONU configuration, status monitoring, and subscriber-service management. Each protocol then serves the domain it handles best.
